It's an interesting idea; a powerful government agency has found a way to control the weather of the entire globe. Think of the economic possibilities. A young Minnesota farmer discovers the dark plot and the agency kills him with a bolt of lightning that also fries his tractor. Protagonist Eddy Osland, a reporter, acquires the dead farmer's journal and is immediately targeted by the agency hit squad. Conspiracy believers, who are suspicious of every agency at every level, will love this one. The rest of us will find it tougher going, even overlooking the coincidences and sometimes unfortunate writing.
