Buzz Decker heads a small, little known government agency called NEST, formed to stop terrorism im the US. They are trying to find a Phantom Bomber whose only pattern seems to be that there is no pattern, and who leaves no clues. Meanwhile word comes that a nuclear warhead is missing in Europe, perhaps bound for the US.

Working closely with NEST is old friend Alex Sloacom who runs Global Systems that creates advanced computer programs which have often helped NEST in searches. GS has also agreed to test a new computer operating system called System 10. When an accident forces GS to run a complete check of their computers, they discover a diabolical trojan horse capable of bringing down financial institutions and even governments. Can it be stopped from infecting all computers worldwide? The race is on.

Tibbils writes a gripping story which leaves the reader torn between gratitude for what the computer can accomplish and fear of what it might do. If his writing reflects more experience with government reports than creative writing classes, it is only a minor flaw. The story moves at a fast pace with each puzzle solved bringing two more questions. The computer bits are simply explained for any technophobes among the readers.
